Gary has sent a message to all Elite Penguin Force Agents. It says on the message that Gary will be issuing our orders, but Dot is still in charge of investigation and that he has some pressing matters to attend do.
It says:

Attention agents – I will be issuing your orders, but Dot is still in charge of the investigation. I have some pressing matters to attend to…
